Utilities, or more specifically "public utilities" are usually those things we purchase by the unit from a public corporation or government service for a region. Some examples are electricity, natural gas, water, sewage and in some places, garbage or recycling pick-up, telephone service or Internet service providers.
Seasonal utility costs should be considered and included in a household budget. In some places, the utilities are required to have special rates for people with low incomes, seniors or other groups. The cost can also be reduced by increasing efficiency or other actions such as using some utilities, like telephone service, during low usage times. Some utilities even have services to help customers learn how to get lower rates or reduce usage.
